I need to find a light and portable way to create a flame that cant heat metal up to 195 celsius. could i use ethanol/methanol jelly?

Try hand warmers. Those are portable and don't create too high a temperature. The heat comes from oxidation of iron.

Would it be too much trouble to ask you be a bit more precise?
Would you want your flame to heat or not to heat metal to 195°C?
Imprecise grammar confuses the lot of us... really.

How much metal must be heated to this temperature, and can this temp be exceeded, or must it be exact?

Hm, post didn't go through. Anyways, try using an oil bath, great controllability but I think it won't be too portable.
