According to this, 1-nitro-2-oxo-3-amino-triazene anion is the most energetic salt out of all other anions.

However it still is still not synthesized yet (computational calculation shows it might be more stable than dinitramide salt of ammonium according to - http://books.google.com/books?id=b0CfAgAAQBAJ&pg=PA24&am...
