It's an electrolysis apparatus, you can find all kinds of stores online that sell them. Just look for science suppliers and search for electrolysis
apparatus.

The sciency name for this is Hofmann voltameter or Hoffmann apparatus named after the inventor August Wilhelm von Hofmann.
