Not unless you explain more clearly what you mean by;

MPEG based polycarboxylic ether

PEG to me mean "polyethylene glycol" but the "M"?

MPEG is Methoxypolyethylene glycol.

For synthesis these type of polycarboxylic ether you need to make ester of this alcohol with Acrylic or Methacrylic acid and then do Co-Plomymerization with acrylic acid or Methacrylic acid.

Usally polycarboxylate use for concrete water reducer(Superplasticizer)
