With HOCl you would get C6H5-CO-CH2-Cl and side products depending on your initial réactants.

With NaOCl you would get C6H5-CO2Na and HCCl3.

In neutral conditions acetophenone is mostly in ketone form, thus no bromination occurs in neutral conditions or the rate of bromination is extremely small. This way 1-phenylalcohol can be cleanly oxidized into acetophenone with HOCl, which is a well established procedure.
