PbO2 Electrode
I got some PbO2 powder, is there any way in which I can coat a carbon rod with it in order to make a lead dioxide electrode?

There's been many threads dedicated to making lead dioxide electrodes over the years. Here is a thread on GSLD, which is what you are looking to make. I saw another post somewhere of someone that had just the PbO2 powder
and they were considering just using epoxy to put it on. No idea how if it worked out tho. And here is the stickied megathread on PbO2 electrodes on Technochemistry. Good luck have fun!
I'll be honest-- We're throwing science at the wall here to see what sticks. No idea what it'll do.
