How would one extract chloroform dissolved in water?

Then you distil for a while. How much are we talking about here?

Remember that chloroform and water do not mix well. If you have done the classic synthesis using acetone and bleach then only a small amount of your product is chloroform. Watch the video. A primary separation using decantation followed by a sep funnel works well. If you need to remove all the water then distillation is the method. If you have more than about 500mL of chloroform then you are going to need a 2000mL round-bottomed flask.

How much chloroform have you made?

If you are trying to remove the traces of chloroform in water that arise from chlorination then sparging with air might be a better solution.
There really isn't enough information in the OP to give a proper answer.

At a former employment we destroyed ppm amounts of CCl4 in groundwater using UV/H2O2. Then the organic fragments were removed in a scrubber with air.
