Inert anode: binder + powder?

Hello everybody!

Assume I want to make MnO2/Fe3O4/PbO2 anode. Can't I just mix certain powder with PCV/acetone or epoxy binder? After all, that's pretty much like electrodes in Li-ion batteries are made. Such mix, after it soldifies, should be conductive, and if put on Ag plated Cu wire, should make a good anode.

Right?
