non-reactive carrier liquid for fumed silica
I (non-chemist) need a green, non-flammable carrier liquid for fumed silica that will not react or thicken (until added to water later).

That is really general, could you please be more specific? What reaction are you trying to carry out? What other reagents are involved? Why does it
need to be non-flammable? It is really hard to help when you do not provide adequate information.

I want to produce a liquid version of fumed silica, that will not thicken and has good shelf-life, ultimately to be mixed with water to thicken the
water at a later date.

So you mean a suspension of fumed silica in some solvent that could be later used to thicken water? You probably want something that is miscible with
water, say ethanol? Ethanol is flammable so is pretty much every solvent that isn't water.
