4-phenylpiperidines via 4-cyanato intermediate

What do you guys think of this overall synthetic scheme?

Possible?

The main thing I'm uncertain about is whether or not the cyanate group will behave the same way as a carbonitrile during reaction with the Grignard reagent.

I believe that this method would avoid dehydration to the corresponding N-substituted 4-phenyl-1,2,3,6-tetrahydropyridine. It would of course be ill-advised to attempt to synth this compound at all, since it would be highly illegal to do so; just wondering about the validity of the chemistry in this.
