Adding articles to the SM library


I was wanting to add a paper to the SM library, but it is too large to fit into a normal thread. Whose email should I send it to? Also, this is declassified US Navy research, so there shouldn't be any copyright issues.

The paper itself is titled, "Research on the Exploration of Methods to Produce Chlorates and Perchlorates by Means Other Than Electrolytic," part II.

It's not about the topic you are asking, but just some general comment about organizing a chemical library (I have quite a big library of chemical literature, that's why I am talking about it).
The number of published articles on every topic is really enormous. To navigate in this ocean there are reviews of them which were published approx every 10 years on every topic by people who were closely following the topic as scientists. So, those reviews should be used as hubs and they are the first candidates to add to the library. And then you can look into references section there and find the article. The most of the articles are available for free download if you know the name, authors or DOI. Your article could be downloaded outside of SM library as for now. The most important is to know it exists and what is it about and what is the time relation with other scientific work at that period (for example, this article should be coupled with https://patents.google.com/patent/US2858188A/en)
So, I think there is no point to add leaves to the library before adding branches.
And there are also roots like Mellor or Gmelin or Rodd's or Houben-Weyls, you name it. But it seams SM library already have some roots, but the branches are missing.
