This paragraph in the homepage "News & Updates" can actually be placed into 2 rows using the default format (copy this to a textbox and resize it to the same width as the "News & Updates"). There's no need to separate it into 2 frames and cycle each for a few seconds. If I were someone who want to register then I'll have to use 15 seconds just to wait for the whole cycle to complete. 7.5s is also not enough for reading the 1st frame. It's better to just put this into a single 2-line paragraph and disable the alternating frames for good.

I can see where Polverone wrote this but cannot see any settings to make it blink.

I agree it is old-school and ugly, but it does draw attention to a message that might otherwise be missed. And it does not affect most members who access the site via a bookmark to today's posts.

I think it is ok.

I had no trouble knowing the intent of the message.
I could care less about how the site looks as long as I can read the posts.

Maybe that is just me but quality posts (or the hope for them) are what keeps me coming back.

I get what you're saying, but maybe he did it this way on purpose. Like j_sum said, the blinking does draw attention to it so prospective members will be sure to see it.
It probably wasn't any extra effort to make it this way vs static text. Maybe static text bolded and colored red or something would achieve the same effect. I'm not sure what the software allows. Either way it doesn't matter; this isn't really worth complaining about.

But I have a better way to draw attention while don't require certain parts of the text to be absent from the screen at any moment:
change the text colour between red and black/blue every few secs.

Good heavens, no, I would detest that more than the current choice.

In any event, that particular message is certainly designed to seize attention, and it seems to be doing it successfully. An important message being made unobtrusive is certainly a bad affordance (especially on a site like this with neutral colors), but too much pizzazz is annoying as well.
