Here's your list:
https://en.m.wikipedia.org/wiki/WHO_Model_List_of_Essential_...

You will have to find the synths individually.

There does not exist any lab manual or cookbook for making common drugs. The Merck Index lists most if not all common drugs with references to their syntheses. Used copies of this are easily found. Also extremely useful if you can find it is the multi-volume Dictionary of Pharmacological Compounds. It is loaded with chemical data and references. Finally, and perhaps most useful, is a hard to find (and expensive) 2 volume set called Pharmaceutical Substances which is a compilation of synthesis routes for most drugs. The ABE booksellers site is a good source for many used scientific books at good prices.

As an aside, most synthesis procedures will be found in the patent literature which often needs a fair amount of "interpretation."

Somewhere in my vast labyrinth of books, I have a copy of Gilmann's.

The way I remember it, it is chocked full of Drugs... Often with Synthesis information.

https://www.amazon.com/Goodman-Gilmans-Pharmacological-Thera...

An expensive buy, for a current edition. Cheaper of course, for an old beater.

Perhaps you can peruse a copy to ascertain its usefulness to you.

Learn chemistry. If you understand first principles than hypothetically you can make anything.
