The speculations seems to be based mostly on a conspiratorial obfuscation of U.S. cases rather than worldwide ones. That would be somewhat more
feasible than international and territorial coordination, but the way I interpret it would be a claim that the CDC is more competent at concealing
than controlling.
So far, if you take global stats and multiple them by a 5X multiplier, assuming double the perceived 2.5x underreporting, it still appears as though
the total infection to January 1 will be almost 14 times lower than the uppermost bound of the original predictions.
