First you should clarify what you mean by 80%,
(by molar, mass or volume ratio for example)
Assuming that you mean 80% by weight then you will require 200g water per 800g acetic acid
if by volume then,,
1 part water per four parts glacial acetic acid, by volume, teaspoon/cup/cc/ml/cu.inch/....
By volume can be trickier as sometimes the volume of a mixture of liquids is not the same as the sum of their individual volumes,
but ignoring this usually small error,
add 200ml water to 800ml 99.9% acid to make 1000ml 80% acid
Before you start, you could check the freezing point temperature to be sure that your glacial is actually 99.9%

https://en.wikipedia.org/wiki/Acetic_acid
P.S. I ignored the 0.1% because for most of us it is non-trivial to measure volume to 0.1% absolute accuracy,
usually digital weighing scales are linear even if not calibrated, so weight ratios can be quite accurate.
P.P.S. So far I have not needed to make up a solution to an accurate ratio,
usually it is more important to know the actual concentration,
e.g. In general, I would rather have for example 77.65 +/-0.01 % than 80.0 +/-0.1%
(in practice different components of a mixture will have different rates of evaporating into, or being absorbed from, the atmosphere, so maintaining a
mixture at high precision is often difficult)

Other answers are great. Knowledge of the fractional freezing process may help you understand things.

Mix 800 ml glacial acetic acid and 200 ml water.
For more precise dilution, look up the dilution equation.
v1 * c1 = v2 * c2
in your case:
1000 * 0.8 = x * 0.999
x = 800.80 ml
You're welcome.
