Hydrazine generation in situ


Hello, recently I found this patent with a procedure to synthesize 4,5-dichloro pyridazinone. In first example they reflux hydrazine hydrate with mucochloric acid in n-butanol. I wonder whether it is possible to use hydrazine chloride or sulfate with NaOH and generate hydrazine hydrate in situ. Any ideas are appreciated :)

Sure. I've done a Wolff–Kishner reduction using hydrazine sulphate.

But as far as I know neither hydrazine salts nor NaOH are soluble in butanol.
