Hmm! Anyone got water, K2CO3, tungsten and platinum electrodes in order to replicate this? Shouldn't be too hard to measure volts, amps and temperature rise of an insulated cell.

I think this is one of the most important lines in that article;
"We are offering to risk-share on it, as it will need about £200,000 to prove the principle behind it."

How could it possibly cost that much to test the idea when, as you point out, it is well within the reach of a moderately interested amateur?
