Chlormequat from Choline?
Would it be possible to react a choline salt with a chlorinating agent to produce Chlormequat, similarly to how ethanol can be reacted with HCl(aq)
and ZnCl₂ to produce chloroethane?

I don't see why not. Isolation is going to suck, though, seeing as how it's nonvolatile and has high water solubility and poor/no solubility in
everthing else. Basifying it won't help and will in fact cause decomposition via Hoffman Elimination.
