Does anyone know of a good program for writing and using chemical symbols preferably freeware or at least not too expensive

ACD ChemSketch can be downloaded for free and is very simple and convenient to use for organic chemistry. In MS Office and similar documents, IME by far the easiest option is just to grit your teeth and keep changing between superscript, subscript and normal text.

keyboard shortcuts make super and subscript so fast it borders on convenient, so I wouldn't bother downloading specific software for it.
