Yes, such a solution etches glass, but it does so quite slowly. It is comparable to the etching properties of a sodium fluoride or potassium fluoride solution.

A better etching solution would be ammonium bifluoride, NH4HF2, which is more acidic and has stronger etching properties, while still being less dangerous than solutions of HF. But also NH4HF2 must be treated with great care, especially its solutions in water. Neverl allow such solutions to get in contact with your skin!!
