Can be used NH4OH instead of NH4NO3 for the very, VERY dangerous NCl3 synthesis?

Well...Nitrogen triiodide can be made with ammonium hydroxide, why not chlorine.

NH3 + X ---> NX3 + NH4X
(X = halogen)

NH4OH does not exist, a NH3 solution in water does undergo this reaction:

NH3 + H2O <--> NH4+ + OH-

Just pointing out a common mistake...

As for your question, it would probably work, although the OH- should react with the Cl2.

I believe that in order to make NCl3 you need a slightly acidic solution, which ammonium hydroxide would not be.
