Weird synthetic detour in paper - am i missing something?

This is from

Synthesis, neuropsychopharmacological effects and analgesic-antiinflammatory activities of pyrrole analogues of Lefetamine

IL FARMACO, 44 (9) 463-777; 1989

Now what am i missing? Why don't they just reductive-aminatingly slap HNMe2 on the ketone and call it a day?

Also, on reading through the whole paper, and this is of course pharmacology instead of organic chemistry, but i just cannot make sense of their findings concerning analgesic action and lack of neurotoxicity for compound IV from the data presented.

It just looks like they made up something, or am i again missing something?

I've done my fair share of abusing rodents in scientific settings and that conclusion doesn't make any sense.
