Using dilute HCL when extracting iodine from povidone-iodine

So I' thinking about extracting iodine from povidone-iodine based on this video and at certain stage concentrated HCL(31%) is added.

But concentrated HCL is strongly prohibited where I live and on the other hand I can get plenty of diluted HCL of about 10% concentration.
Would this method still work if I instead use diluted HCL but with tripled amount?

If you want to very precise you should take the different densities of the different concentrations, but it should work fine. 10 percent is still pretty concentrated.

in that procedure an excess of hcl is used and then 3% hydrogen peroxide.
The excess water should not matter much.
