Im from france and would like to know how to purchase & where to purchase
a chemical reactor inside of europe
does not matter if its second hand and already in use for a couple years as long
as its working.

What do you mean by a reactor? A Parr type? An rbf can be used for a reactor. What capacity are you looking for?

Could you be more specific?
It might help if you described the size and what capabilities you're looking for. Or even what kind of reactions you want to run in it.
I know nothing about the EU market for such things, But I'm sure you're more likely to get a useful answer if you give more details.

What kind of reactors?
If you want super high quality stuff (e.g. Asynt, Asahi Glass Plant, Büchi Glas, QVF, Syrris etc) then you should look at companies selling
pharmaceutical/chemical manufacturing equipment. Maybe you have a business and want to buy quality equipment with no issues and good service; these
companies are your best bet.
If you want cheap, then you should look at China as a source - it will likely be much cheaper than second hand European-made equipment. You can send
me an e-mail for some contacts or recommendations of manufacturers. Maybe $5000 USD will get you a 10L reactor and chiller system from China (new)
delivered.
Of course, you will not just need the reactor but a chiller/heater recirculator system, stirrer, automation (maybe), dosing pumps, a fume hood so you
don't die.
It really depends on what you want to do at the end of the day.

Have you looked at the standard catalogues like the Fischer and Aldrich ones?
What is your application? You may get simple stuff for home use on e-bay or something like that, but I would go with Fischer or someone similar if you
are commercial. There are also a lot of science brokers that do used lab equipment. Again - what reactions are you wanting to undertake and on what
scale? If we know that we can help you further.

And if you start looking for glassware and lab suppliers in France you'll also find your reactor.
