Perchlorate is a bit nasty, thyroid disruptor etc, so there have been some pushes to replace it. Something interesting that came out of this is Tetranitroethane, otherwise known as a compound with an oxygen content of 70.1 and with two nitro groups attached to each carbon. Potassium or ammonium Perchlorate are pretty damn benign compared to TNE, both in toxicity and general handling characteristics. Not to mention cheaper, commonly commercially available and transportable as an oxidizer rather than a high explosive.

Looking at it, I don't know why exactly they are thinking of it as a replacement, probably something that popped up during testing. It seems to be nice and shock+heat sensitive, I'll stick with my ammonium perchlorate please.

You obviously confused Tetra-nitro-ethane and Tetra-nitrATo-ethane.
The first one is acidic (dinitronicacid) known for décades.
(O2N)2CH-CH(NO2)2 <==> H-O-N(O)=C(NO2)-C(NO2)=N(O)-O-H

The second one has been synthesized by Klapotke not too long ago.
(O2N-O-)2CH-CH(-O-NO2)2 is non acidic (maybe weakly)
It is a tetranitric ester of the putative 1,1,2,2-ethan-tetrol (glyoxal dihydrate).

If you do a search into the energetic forum you will find information on both compounds...
