genrally speaking can dmso be considered a direct (adjusting for molarity) substitute for dmf?
that is in reactions requiring dmf?

Not always. For example DMSO will react with Na at room temperature, DMF will not. (I have book that says so) I am sure there are many more occassions
where these solvents will behave differently.
