NH4Cl is formed by metathesis when a mix of ammonium nitrate and NaCl is heated and may be recovered as sublimate . . .

But ammonium nitrate is harder to get than ammonium chloride . . .
It's also formed in the reaction between ammonia and hydrochloric acid, both of which are easier to get (at least for me).

If I had to guess, I would assume that the OP wants it for bulk ammonia generation, so ammonium nitrate would be equally useful (albeit higher molar
mass).

In China NH4Cl is a by-product from making Na2CO3.
By-produced chemicals can be cheap if you find the right place.
