Carbamide Peroxide Gel

So I am looking at an ingredient list

Carbamide Peroxide - 44%
Glycerol - 19% (Prevent Decomposition of the Carbamide Peroxide?)
Propylene Glycol - 14% (Same as above?)
Deionized Water - 13% (Maybe a buffer? But it reacts with the Carbamide Peroxide?)
Ethylene Diamine Tetraacetic Acid - 1.5% (Apparently A stabilizer?)
Carbomer (Not sure)
Poly Vinylpyrrolidone - 3% (Used to get rid of the cloudiness)
Menthol - 0.5% (Flavor)

What I dont understand is, doesn't the carbamide peroxide react with the Deionized Water, or any moisture in general, if this was a teeth whitening product, would this make sense?

I also read somewhere that Carbamide Peroxide in water can create cyanite reactive ions?

Carbamide peroxide is a 1:1 adduct of urea and hydrogen peroxide.

Upon dissolution in water the adduct will dissociate.

Carbomer is another name for poly(acrylic acid).
