Could I just squeeze and press orange peels under the water and then filter that up to be left with a upper layer of limonene?
Since it's solubility is like 18mg/L.

No.
In the limonene there will be a lot dissolved thing what was originally in the orange. We distill solvents to get rid of impuries and dissolved
materials. In this case, it is recommended also.
And simply pressing some peels under water won't yield any limonene. What will come out will be dissolved or stuck on the surface of the peel or your
hand. Use the normal methods, steam distill it or extract it with something.

Even though orange oil is 90% limonene, the remaining 10% will still be dissolved in any mechanically expressed oil that you get from orange peels.
