I found one method which uses toluene and hypochlorite, but I found no user references whatsoever.
Should the chlorination of toluene with HCl work as with benzyl alcohol? Toluene is otc, but benzyl alcohol is very difficult to obtain.

Chlorination of toluene uses Cl2, not HCl, with a black light it proceeds quite rapidly.

Mervedesbenzene i think your method would make chloro-toluenes rather than benzyl chloride.
Chucknorris, i cant really say anything specific about this because i'm just on my phone atm but it is possible to make phenol from toluene and there
are detailed syntheses on youtube
