HAARP weather manipulation

I have read in this article that certain chemicals in combination with HAARP can be used to manipulate weather. My question is
could this really be possible

I remember reading about HAARP in the early 90's in Electronics Australia it was on the front page and they had a full right up on it with photos of the transmitter arrays and everything i didn't think there was anything particularly secret about it. The article said its primary military use was for messing with satilite comms by inonising the air under it, and allso aid your own teams HF coms by altering sky wave prorogation, seems like thatd justify the investment quite nicely

the problem with the weather modification idea is that most of the 'weather' happens within the first 10000 ft because that's where most of the air is whereas to my knowledge mega power radio beams mess with the upper atmosphere

weather modification may well be possible but I doubt RF is the way to do it

There's nothing weird and secret about HAARP. Actually, you can go there and visit it. Kids can have summer science camps or something like that. Kids workshops or whatever.
People mystifying HAARP are usually the ones with the tinfoil hats that rant about "2012" "mind rays", "chemtrails" and bullshit alike.

I dont know how much do you know about Tesla, but he is the one that said that you can manipulate weather with haarp, he is the one that started this project back in his day
