Are there "best times" to buy chemicals online?

Are there weekly/monthly/yearly "best times" to buy chemicals online?
ie in terms of: seller sending out the goods the soonest, shortest shipping time(normal mode, not "more expensive but faster" mode), least likely to be delayed/damaged/lost by courier company, least likely to be intercepted/seized by customs (if international) etc

Post offices tend to get clogged between black friday and new year
I'd rather wait a few weeks than order from China during Chinese new year
I cant say I'm happy when I need a low boiling point solvent during summer (okay, that goes for amines too!)

3-5 am on a Tuesday night in july is the best time to order. :-P

Just don't order over the Xmas period or Chinese New year if ordering from china

Or wait for used goods and surplus to turn up. Great deals if you're willing to buy in bulk.
I had to pass up 100 gallons of DMF recently because I just didn't have a place to store it, but such a deal.
And it was in 5 gallon cans, not those big old drums.
