I'm still looking for a good power supply and a platinum electrode. I have already messed around with graphite and it adds too much solid impurities
that clog the filters.

Not a bad price, and you are lucky to be able to purchase it at all. It is not sold to the public at all in many countries, and even illegal to posses
in some.
Making it will take lots of time. If you enjoy doing it, then that is probably fine.
If not, spending the same amount of time doing some kind of paid work will probably make you way more than $32.
