It's hard to say without knowing what it is you want to purify and how much is in solution. . .
1-2% shouldn't be too difficult.

It is 2% NaCl in water with 550g/L NaClO3!!
I should purfied NaClO3 with out recrystalyzation or washing, I like to use membrane technique..

If it's for pyro, 2% chloride is acceptable. . .
Recrystallisation is the way to go---a hot, saturated solution will deposit fairly pure chlorate.
Or you could use KCl to precipitate KClO3.

I've not heard of membranes that give good selection of chloride vs chlorate, at least not afforable ones. This is a good example where
recrystallisation would be the preferred method, just draw the solubility curves and see why.

Considering how small the impurity is (I don't know your use, however), I think that recrystallizing the hot solution would be the way to go.
