hello all
you have any ideas of how to convert passtium chlorate to passtium prechlorate with out electrolisis

Can you simply heat it? From an MSDS:

Hazardous Decomposition Products:
Above the melting point it decomposes into perchlorate and oxygen. Emits toxic fumes of chlorine and potassium oxide when heated to decomposition.

The melting point that I found (from the same MSDS) was 368 C too.

It must be heated very carefully. When it starts to melt, then continue, until it just becomes liquid and very slowly bubbles of oxygen are produced. When it is kept at a constant temperature, then after a while it solidifies again. If the solid has solidified, then it consists of a mix of KClO4 and KCl. By crushing it and separation by means of large difference in solubility in cold water you have KClO4.

Keep in mind though, that this is not the safest way of making KClO4. Molten KClO3 is very unstable and when accidently some organics (e.g. a hair, a speck of dust) enter the molten KClO3, then you can get a very violent reaction. So, perform the experiment with very small quantities.
