Are you sure you have the entire site? They have 70 million articles. If the entire mirror takes only 20GB that suggests each file takes on average just 286 bytes. I understand many of the files could be optimized and compressed but an average size of 286 bytes seems extreme.

Does WinHTtrack handle the CAPTCHAs?
