So what's the source of the chlorides? Neither the cyanuric acid, the water, or the propionic acid have any. Surely you must be missing an ingredient.
(Edit) Just saw your post solo. So I guess you have to chlorinate the cyanuric acid first, which should not be too hard, because if you pluck a -OH
off while you look around for a Cl- to stick back on the molecule is nicely resonance stabilized. So just bathe the cyanuric acid in conc. HCl?

.....need to buy cyanuric chloride ...not sure that your theory of chlorination will work, but bears trying since cyanuric choride seems to be a bit
expensive....let me know if it works ....solo
