Yes and no, it varies with the specific case - which you are not supplying.
Plus you are making assumption. The vanadium based catalyst for the oxidation of SO2 to SO3 is not V2O5 or even solid but rather molten mixture of
alkali metal and vanadyl sulfates/pyrosulfates. The catalyst becomes solid as various deactivating compounds are formed.
