The easy answer is the composition. I take it you mean properties though. High strengh has lower bendability. I think it's called
malliability, but I've always learned that as something different. Carbon steel has a lower malliability that straight iron as well. It also is
more resistant to corrosion if I'm not mistaken. I don't really know any specifics of low-alloy steel.
A simple google search will help. It will also produce ratios and total list of materials.
