I need a clearer description of some chemicals in the UK EPP license
I need some magnesium filings for Grignards, but I remember that magnesium powder is in the UK EPP license list. I rechecked it recently and found
that magnesium powder isn't on the list. Is it just Mandela effect or is it on another list of regulated chemicals?

Maybe, maybe not but Mg turnings / filings are quite easy to find on Ebay.
Last I got came from China at a very decent price in bags under vacuum. It was so clean and shiny I thought of Grignards.

I've checked the EPP list dozens of times (my memory is poor) and I've never seen Mg listed
(maybe confused with magnesium phosphide ?)
I bought Mg rods, ribbon and fine powder via eBay uk (rods and ribbon from China)
(shaving the rods gives (briefly, in air,) shiny shavings)
P.S. don't hoard fine magnesium powder for too many years in its cheap hdpe jar shipping container, as it oxidises easily

I think magnesium powder is listed elsewhere, not as something requiring a licence, but as a 'monitored chemical' with reporting requirements for
sellers etc. However, I don't think turnings would count as powder anyway.
Lastly I would say don't cheap out on your magnesium if you want to do Grignards! High quality turnings make a big difference.
Despite already having magnesium in various forms (ribbon, turnings, powder) I recently bought some turnings from Sigma Aldrich, and it makes a world
of difference for Grignards. I've also been careful to store them under argon to avoid oxidation of the surfaces.

I don't need the powder, filings are enough for most experiments I think.

If you look at this link here https://www.gov.uk/government/publications/supplying-explosi... and look at section 1.2 you’ll find that magnesium and aluminium powders are
reportable substances but themselves are not illegal to buy.

well goodness gracious me ...
for years I've been checking the EPP regulated list
and only now that I'm packing to leave the country do I realise that
- there is also a 'reportable' list.
Lots of my stuff is on that list !
I'm glad that I didn't know about the list
- or I'd have been unnecessarily paranoid all these years.
Ignorance was bliss

Magnesium turning are on the DEA special survalance list.
https://en.m.wikipedia.org/wiki/DEA_list_of_chemicals
Nobody take this list particularly seriously, esspecially outside the US.
You should not encounter any resistance in purchasing magnesium turnings.
Sufficiently advanced science is indistinguishable from madness.
