I was thinking take a quartz rod and insert it into a tapped hole drilled into a nylon bar. Place a small explosive charge at the other end and screw in a long nylon bolt to seal the tube.

Upon detonation of the explosive charge the quartz rod will be compressed and generate a high voltage pulse. Considering that the tiny amount of quartz in a cigarette lighter generates over 1kv this device could produce a pulse of over a million volts!!!

Piezoelectric devices are used to produce EMP's (electromagnetic pulse) to knock out communications and electronic devices. The piezo stuff (Zinc Zirconium Titanate I think is one) is put next to some explosives where it receives quite a quick squeeze, generates on incredibly quick rise time pulse of current and thus generates an EMP.
The device of course gets destroyed.

You could test your proposed device by not using any explosives but simply giving the device a BOAFS.*

A piezoelectric device would probably not be very efficient in the form of a one-use bomb.
Electromagnetic devices can generate much more current.

Another idea would be to use a certain type of liquid crystal that responds to a magnetic field to align its constituent polar/interionic molecules to generate a charge differential. This could potentially create extremely high voltages, although low current, from a quick-rise magnetic pulse.
