What it will achieve and nothing beyond introducing more paperwork is the same thing. Most serious hobbyists will get round it quite easily and as for
the terrorists that this is aimed at they will avoid it with ease.
An off the shelf company and a lock up unit on a business park and they will be in the 'magic circle' that can buy what they want.
It might stop the odd crazy bastard that spends their time locked in a rented room watching al-Qaeda videos on their lap top before heading off to
devastate Slough shopping centre with a bomb in the back of a rented van but they could achieve the same thing with a fifty litre drum of gasoline
sitting on a Primus stove in the back anyway.
