"The line of the compound," isn't an English argument and "dichloroacetia" isn't correct usage either. Did you mean, dichloroacetic acid?
Please try using your own language and then get someone who is bi-lingual to translate it for you. Also, utse, please.
This is what I've inferred from your post: you want to make allontoic acid and you think you can make it from urea and dichloroacetic acid and you're
asking if others, here, believe that to be a feasible approach.
I would not attempt a synthesis without first reading everything I could about it most particularly whether anyone has gone the route you propose.
Two more comments, the closely related allontoin is common throughout the cosmetics/health business. I did a quick search at the ACS website and
found 63 articles. I added the term 'synthesis' and reduced the number to 42.
UTSE and look for references. Then if you need help getting papers come back and ask.

What is "diacetic acid"?
Why don't you first search the literature and patents and then ask others if they have an alternative idea? It is considered impolite to ask for an
advice without showing any effort yourself.
Anyway, from a glance at its structure I would say it is prepared from glyoxylic acid (HOOC-CHO) and urea. It might not be that simple though.

diacetic acid = acetic anhydride?
In vials of ivory and coloured glass
Unstoppered, lurked her strange synthetic perfumes,
Unguent, powdered, or liquid - troubled, confused
And drowned the sense in odours.

A quick literature search revealed that allantoic acid is prepared by partial hydrolysis of allantoin (several references) or from glyoxylic acid
(only one reference). Seems like there is not much interest in its preparation or use as reagent. It mostly only has biochemical relevance.

Obvious;y you have internet access. The best person to search the online literature and references, which are massive, is you, yourself.
Obtain and use Merck Index. You can get it for free.
As nicodem said, this is simply not a compound that many of us are interested in.
