Does any one know about selling explosives to the army, what tickets or paper would you need to do it.

what, you just became president of a power company?
you don't need paper, you need a big outfit and some govenment-contract-luck
explosive manufacturing, use, resale etc permits are not hard to get Google

If you mean U.S. military procurement, forget it.
It'snot going to happen.
If you mean some foreign military, much better to manufacture it there.
All sorts of export licenses and approval of end user cetificates are required
from stateside.
