There are a couple depending on what you want to accomplish.
Jupyter Notebook is good if you need to do data analysis and calculations.
MathCAD prime is a good commercial software if you want to pay for it.
If you are after just notes look into LaTeX. It's very nice once you get to understand it. Get a lab notebook template from the references. You can
add tags, easily build a bibliography and so forth.
Finally, there is also word, or a high quality paper notebook, although I do see you specifically mentioned electronic. There are a few commercial

MathCAD prime is a good commercial software if you want to pay for it.
If you mean Mathcad from PTC, you can get a free copy to try out for a month. After the month it continues to work but with some exotic function like
programming and equation solving disabled. However if you reset your pc clock it continues to work (that works on my pc but prevent access to the
internet).
I don't know what facilities are required in an electronic laboratory note book but if Mathcad is suitable its mostly free. There are also pirate
copies of old versions floating a round but no one here would be using anything like that
