Can air be pumped/blown similarly like how venturi aspirators cause vacuum?

I'm wondering if there is any devices that can blow air, even just like a bubbler effect. It would be great if it could get a few PSI or more. I'm thinking how vacuum can be drawn running water through a venturi pump/aspirator and was wondering if the same could be done in reverse, blowing air using flowing water.

Yes, a friend uses a Venturi tube with his compressor, but it takes a HUGE compressor to generate enough flow to make much of a vacuum, and it is not able to pull as good a vacuum.

Easier to use a water pump and an aspirator in my opinion, much lower cost for water pump and electricity than for air one, plus really cheap in the long run.
