I have a germicidal lamp of the following type:

It has a so-called G23 socket.
I understand it cannot be connected directly to the 230 VAC wall power outlet. There are sockets for G23 lamps, but where I live, these are quite
expensive and not very common (we have E14 and E27 sockets for lamps). Can I build some simple electronics with inductors or so to get this lamp
working on 230 VAC? I could not find information on the type of circuitry in G23-sockets.
I want to use it for some chemistry experiments with UV-C radiation on the reagents. The tube is quite long, I could immerse the quartz part in the
solution, containing the reagents.

You are right, you need the special socket that includes a starter.

That 'G23' lamp looks suspiciously identical to an ordinary BS13 fluorescent lamp. You could look around for a cheap work light like this one. I disassembled mine and sure enough, the lamp base looks exactly like the one you linked to.
