Aqua regia prep ratios molar or volumetric?

I want to make some Aqua regia with HNO3 and HCl. I've found that the mixture should have a HNO3:HCl ratio of 1:3. I wanna know if this just means 1ml of 69% HNO3 for every 3mls of 36% HCl or 1 moles of HNO3 for every 3 moles of HCl

You know that posts without citations probably belong in Beginnings. I hate to use Wikipedia as a source, but I don't think you searched very hard if you didn't read it:

Thanks but I know how to use wikipedia. I wanted an answer from someone who actually has experience with that stuff because I don't go with wikipedia as I have had issues with false info on many occasions

You're welcome. Well, maybe next time you can post a source and it can be critiqued, or you could check elsewhere/post in Beginnings without sources. There are numerous other sources available from educational domains from respected schools:
