It's a title that you get, they are determined by post count as follows :

Harmless : 0-49 posts
Hazard to Self : 50-99 posts
Hazard to Others : 100-249 posts
National Hazard : 250-499 posts
International Hazard : 500+ posts

Hazard to it self is like a rank.Go in FAQ and find rankings and you'll see it there.It has nothing to do with your reputation:)

No doubt you are right, but the Japanese are famous for using other countries technology, they could be proverb thief's as well:P
