Neutralization

Hello all! I'm new on this forum but I've been lurking for a lot of time. I start with a question.
I read here (http://www.geocities.com/brainfevert/index7.html) that "too basic is just as bad as too acidic" in the neutralization process. Is it true? Only for NG or even fot other compounds (NC, MHN, HMTD...)? How is critical to leave the yield exactly neutral instead of leaving it a little alcaline?
Why acidity makes an explosive instable or more sensitive? And what will a base do? Too many questions? :P
